Regina Y. Soh is the Policy Director at the Energy Transition Forum in Seoul, where she leads policy initiatives on expanding offshore wind power coexisting with marine ecosystems, local coexistence and collaboration, social acceptance, and benefit-sharing mechanisms.
She is a Ph.D. candidate in renewable energy policy at the Graduate School of Environmental Studies, Seoul National University. She has participated in research at the Korea Environment Institute and served as a visiting researcher at the Wuppertal Institute for Climate, Environment and Energy in Germany.
Her research has focused on public participation, deliberative processes, and the sustainability of energy cooperatives. In 2024, she published a policy report titled “Government-led Site Selection System for Offshore Wind Power” and continues to advocate for institutional improvements in Korea’s offshore wind governance.
