Seminar on Germany’s Coal Phase-Out Policy and the Implementation of Just Transition

Germany began to accelerate its coal phase-out policy with the announcement of the “Climate Protection Plan 2050 (Klimaschutzplan 2050)” in 2016, and since 2018 has promoted financial and policy support for the transition of the coal industry.

In particular, in July 2020, the passage of the “Coal Phase-Out Act (Kohleausstiegsgesetz)” and the “Structural Strengthening Act (Strukturstärkungsgesetz)” laid the legal foundation for coal phase-out, institutionalizing support for affected regions and job transition policies.


This seminar aims to review the current status and key issues of Germany’s coal phase-out policy, examine actual implementation cases of just transition policies, and draw implications for Korea’s energy transition policy directions.
