2025 Climate & Energy Think Tank Policy Proposals

The year 2025 marks a critical turning point for climate and energy policy as the climate crisis intensifies. Policy decisions made this year are expected to have a decisive impact on achieving carbon neutrality by 2050.

Within the year, Korea must establish its Nationally Determined Contributions (NDC) through 2035 and formulate a renewable energy development plan in connection with it. Internationally, the launch of the Trump 2.0 administration is expected to increase uncertainty in global climate policy, while domestically, the potential end of the Yoon Suk-yeol government—which has been passive on carbon neutrality and renewable energy—and the possibility of a new administration could serve as a positive factor.

Against this backdrop, it is becoming increasingly necessary to focus on changes in the policy environment for carbon neutrality and energy transition, and to propose appropriate policy goals and alternatives.

In response, Korea’s leading climate and energy think tanks—Climate Change Center, Solutions for Our Climate, NEXT, Green Energy Strategy Institute, Green Transition Research Institute, Energy Transition Forum, and Plan 1.5—are coming together to identify the 2025 climate and energy policy agenda for the success of carbon neutrality and energy transition.
