Policy Tasks for the New Government to Improve the Electricity Tariff System

This forum will be held on the occasion of the new government’s inauguration following the June 3rd early presidential election. It will bring together diverse stakeholders—academia, research institutes, civil society, business, and government—concerned with the electricity tariff system. The discussions will focus on diagnosing the recent surge in industrial electricity tariffs and the trend of “leaving KEPCO (탈한전),” and on exploring ways to improve the tariff system to resolve KEPCO’s debt crisis and enable a successful energy transition.


While the industrial sector generally agrees on the need for tariff increases, concerns have arisen as industrial tariffs have soared in a short period and surpassed residential tariffs, threatening corporate competitiveness. In response, companies are increasingly moving toward self-generation and direct purchases from the wholesale market to reduce reliance on KEPCO, a trend that could significantly impact the overall electricity tariff system in the future.


This forum seeks to go beyond conflicts over electricity tariffs to explore possibilities for social consensus by examining policy alternatives such as effective implementation of the fuel cost pass-through system, establishment of an independent regulatory body, introduction of regional tariff differentiation, phased liberalization of the electricity market, and separation of power grid operations.
