[Energy Transition Brief] Offshore Wind Monitoring Systems in Europe and Policy Implications for Korea

While countries such as the United Kingdom, Germany, the Netherlands, and Denmark differ in regulatory approaches and data utilization, they share common goals of validating environmental impact predictions and protecting ecosystems.
• Continuous monitoring is conducted on various environmental factors, including marine mammals, birds, fish, and underwater noise. In some cases, offshore wind substructures have been observed to function as artificial reefs or new habitats, contributing to changes in local ecosystems.
• In Europe, public participation—including local communities and NGOs—plays an important role in overseeing monitoring outcomes and advocating for policy improvements. This has influenced regulatory enhancements, such as stricter underwater noise management and strengthened marine environmental protection standards.
• In Korea, offshore wind monitoring systems remain limited in terms of data accumulation and integrated management frameworks. There is also a lack of cumulative impact assessments and long-term research foundations. Therefore, it is necessary to establish standardized monitoring systems, expand data transparency and utilization, and develop policy feedback mechanisms.
• Looking ahead, to ensure scientific management of environmental impacts and enhance social acceptance of offshore wind expansion, Korea should build standardized monitoring frameworks, implement long-term research programs, and establish transparent data-sharing systems based on public participation.
