요약
영국은 기후변화 대응의 선도국(leading country)로서, 2008년부터 온실가스 감축과 기후변화 적응을 위한 법제도를 명확히 하고, 가시적인 성과를 보여주고 있다. 2019년 기후변화법의 개정을 통해 2050년까지 국가 단위의 온실가스 배출을 1990년 대비 0으로 한다는 '넷제로' 목표를 법적으로 수립한 최초의 국가가 되었으며, 실질적인 목표 달성을 위한 장기적인 방안들을 마련하고 이행하고 있다.
본 보고서는 영국의 넷제로를 위한 거버넌스를 분석하였다. 1장에서는 영국의 국가 단위 넷제로 추진체계를 소개하였다. 2050년 넷제로 목표와 2008년 기후변화법 제정 이후 온실가스 감축 현황을 설명하고, 넷제로 목표를 달성하기 위한 법체계와 현행 정책을 소개하였다.
2장에서는 영국의 넷제로 목표 설정의 의사결정이 어떤 과정을 거쳐서 이루어졌는지 분석하고, 관련 정책 수립, 이행, 모니터링 및 평가의 정책 과정 법적 기반과 주요 정책 결과물을 소개하였다.
3장에서는 영국의 넷제로 거버넌스 체계를 국가 단위와 하위 단위로 나누어서 분석하였다. 국가 단위에서의 넷제로 책임기관, 국가 단위 운영체계의 구성 및 운영, 거버넌스 참가자의 역할과 책임을 설명하였다. 하위 단위 이해관계자들에 대한 넷제로 법 및 규정, 국가 단위와 하위 단위 거버넌스의 연계 방안들을 설명하였다.
4장에서는 한국의 탄소중립 거버넌스를 설명하였다. 영국의 사례와 비교를 위해 한국의 탄소중립 거버넌스도 탄소중립기본법을 기반으로 한 국가 단위 거버넌스와 하위 단위 거버넌스를 각각 설명하고, 국가 단위와 하위 단위를 연계하기 위한 방안들을 설명 하였다.
5장에서는 앞선 장에서 설명한 영국의 넷제로 거버넌스와 한국의 탄소중립 거버넌스 내용을 바탕으로 시사점을 제시하였다. 정책과 거버넌스의 안정성, 책임기관의 독립성 및 객관성 보장, 의사결정의 명확한 근거 마련, 전문성의 확보, 영국 넷제로 정책 및 거버넌스의 한계를 설명하였으며, 한국의 성공적인 탄소중립을 위한 방안을 제시하였다.
Abstract
The UK is a leading county in responding to climate change, and in 2008, it established a clear and systematic legal system for reducing greenhouse gases and adapting to climate change and has been showed practical results. Through the revision of the Climate Change Act 2008 in 2019, the UK became the first country to legally establish a Net Zero target of reducing national greenhouse gas emission to zero by 2050, compared to 1990. The UK has developed long-term policies and measures to achieve this target, which it is now implementing.
This report examines the UK's governance for the Net Zero target. Section 1 introduces the UK's national Net Zero system, explaining the 2050 Net Zero target and the current status of greenhouse gas reduction since 2008. It also describes the UK's current legal system and policies in place to achieve the Net Zero target.
Section 2 explains the UK's decision-making process for the Net Zero target. The legal basis of the process of Net Zero policy (establishment, implementation, monitoring&evaluation) and the key policy outcomes are introduced in the section.
Section 3 examines the UK's Net Zero governance system, at both the national and sub-national levels. It explains the national Net Zero responsible agencies, the composition and operation of the national governance system, and the roles and responsibilities of the national governance participants. The section also looks into the Net Zero Act and regulations for sub-national level stakeholders, as well as the linkage measures between national and sub-national Net Zero governance.
Section 4 summarises Korea's carbon-neutral governance. To compare with the UK case, Korea's carbon-neutral governance is also described as national-level governance and sub-national governance respectively, based on the Carbon Neural Framework Act. It explains measures to link national and sub-national carbon-neutral governance too.
Section 5 discusses the implications of the UK's Net Zero governance and Korea's carbon-neutral governance, based on the previous sections. It focuses on the stability of policy and governance, the need to guarantee the independence and objectivity of responsible agencies, the importance of establishing a clear basis and evidence for decision-making, and the development of expertise. The section also identifies the limitations of the UK's Net Zero governance and provides key suggestions for Korea to achieve successful carbon neutrality.
