Taiwan Offshore Wind Site Visit – Toward an Energy Transition in Harmony with Ecology

As part of the joint research project “Strategies for Expanding Offshore Wind Considering Marine Ecosystems” conducted by the Energy Transition Forum, Seoul National University Graduate School of Environmental Studies, and the Korean Federation for Environmental Movements, a delegation visited Taiwan from January 6 to 10, 2025.
The purpose of this overseas trip was to directly examine Taiwan’s offshore wind development—which has been progressing actively—and to identify lessons and implications that could inform Korea’s own policy. In particular, the visit focused on in-depth study of topics such as offshore wind site selection processes, environmental impact assessment procedures, measures to ensure local acceptance, and stakeholder consultation practices.
To this end, the delegation met with environmental organizations, fishermen, local residents, government agencies, and relevant companies in Taiwan to hear diverse perspectives and engage in policy discussions.
The visit was carried out based on prior research into Taiwan’s policy context, with interview questionnaires delivered in advance, followed by structured discussions to elaborate on the findings. The experience and insights gained from this visit will serve as important reference material for future research on Korea’s offshore wind policies.
